Hawaiian attire is always the way to go, which usually includes muumuu dresses, skirts, leis (which you'll get as you enter most Maui luaus), aloha shirts, shorts, and slippahs (or flip-flops). Any of these choices represents the islands well!
Public parking at Paradise Cove Public Beach itself is very limited, 13 parking spots + 2 ADA spots, if I recall correctly. You pull into the Paradise Cove Luau parking lot, drive past the Luau parking (don't try to park in Luau spots!!!), and it's marked public parking.
